Public consultation on Guidelines on the submission of a petition for safety evaluation by the EFSA of active or intelligent substance(s) present in active and intelligent materials and articles intended to come into contact with food

EFSA's Scientific Panel on food contact materials, enzymes, flavourings and processing aids (CEF) received a mandate from the European Commission to produce guidelines for applicants on the submission of dossiers for safety evaluation by the EFSA of active or intelligent substances used in materials made to come into contact with food.

An EU-wide list of substances which can be used in the manufacture of such materials will be drown up following draft EC Commission Regulation on active and intelligent materials and articles intended to come into contact with food (SANCO/2008/03261), which received a favourable vote by the Standing Committee on the food chain and animal health on 12 February 2009.

The outcome of this consultation will be taken into account during the finalisation of the revised Guidelines.

In line with EFSA’s policy on openness and transparency and in order for EFSA to receive comments from the scientific community and stakeholders on its work, EFSA has launched a public consultation on the draft document developed by CEF Panel.

Interested parties are invited to submit written comments by 22 April 2009, 17:00 CET. Please use exclusively the electronic template provided with the documents to submit comments and refer to the line numbering. Please note that comments submitted by e-mail or by post cannot be taken into account. It should be noted that a submission will not be considered if it is:

  • submitted after the deadline set out in the call
  • presented in any form other than what is provided for in the instructions and template
  • not related to the contents of the document
  • contains complaints against institutions, personal accusations, irrelevant or offensive statements or material

Comments complying with the criteria will be evaluated by EFSA’s Panel CEF and taken into consideration where these will enhance the scientific quality or understanding of the document.
